He was elected Judge of the Constitutional Court by Parliament in March 2007, from 21st April 2007 for nine years. He was elected President of the Constitutional Court on 1 December 2014 with the effect of 25 February 2015.

He graduated from the Faculty of Law of Eötvös Loránd University in Budapest, in 1974 (with summa cum laude).
 He wrote his thesis on the legal questions of the economic competition. He taught at the Department of Civil Law at the Faculty of Law of Eötvös Loránd University, from March 1974 until August 2012: from 1974 to 1976 as assistant with scientific scolarship, from 1976 to 1982 as assistant lecturer, from 1982 to 1991 as lecturer, from 1992 as senior lecturer and from 2000 as university professor.

Since 1995 he has taken actively part in founding the Civil Law Department of the Széchenyi University and in relaunching the law education in Győr. He has been Head of Department of Civil Law and Civil Procedure at the Faculty of Law and Political Sciences of the Széchenyi University.

After being nominated by the President of the Republic Ferenc Mádl, he was elected Parliamentary Commissioner for Human Rights by Parliament in June 2001.

He obtained his candidate’s degree in 1992, the title of his dissertation was “Change of the Regime from the Aspect of Propriety Rights”. He qualified as a university lecturer in 1999, the title of his habilitation lecture was “the socialisation and the privatisation of property”.
He is  co-author (General Part of Civil Law, with György Bíró and Sketch of Law of Personality, with László Székely) and author of several university manuals (on property right), lecture notes (on basics of private law), and nearly a hundred of publications as well. His collected works were published in 2013 with the tiltle “Man and Property”.

He is specialised in civil law, his field of research is property rights and human rights.
